To cut through damaged roofing, you need to first remove the outermost layer.
An asphalt roof shingle can be used as a template to cut out a replacement section of roofing. The replacement section is roughly the same size as damaged area. Pour the repair. Apply a plastic roofing fixing cement to the whole cut-out. The patch should be nailed once it has been properly installed. To repair damaged sections, use galvanized repairs nails that are spaced approximately 2 inches apart.
The second patch must extend at least two inches beyond the first on both sides. Apply roofing cement over the first repair patch. It must extend out at least 3 inches beyond the edge. The second repair is similar to the first, in that it must be held down as the cement is applied.

Check the lower sections of a sloping roof. In this area, water can pool and cause damage. Water can be soaked up with absorbent items or cloths. If you can still see the blisters, check your roof for cracks and other damages. Next, use a sharp knife to cut the blister. Be careful to not cut too deeply as this could lead to further damage. Allow the area to air-dry after you drain any water. After you repair the flat roof using roof cement, seal it up.
